Annotation

The article emphasizes that in a legal state legislation cannot simply be adopted, it must be formed in accordance with certain key (universal) approaches and principles. In this case, the formation is carried out if and only when it is necessary and urgent for the state, government, society. The use of such key approaches as systemicity and complexity for the formation of effective legislation is one of the tools for transformations in the field of law, an integration component of its development, due to the existence of a connection of qualitative characteristics between the components of the law system, their so-called ontogenesis, which objectifies their appearance – adoption, entry into force, entry into force, functioning and abolition. In view of this, complexity and consistency are the principles of legal policy and approaches to the organization and formation of legislation, the way of organizing the content and the form of its construction; the way the legislation operates; one of the approaches to structuring legislation, which ultimately determines the complexity and effectiveness of legal influence.

 The definition of the essence, connection and importance of consistency and complexity in the formation of legislation allows us to emphasize its characteristics such as: the integrity of the content, which is determined by the purpose of legal regulation; integrativeness as a combination of all areas of legal influence and the implementation of the functions of legal regulation; openness to improvement and the ability to transform, a combination of other illegal mechanisms to achieve the goal of legal regulation; complexity and multi-level content and relationships between components – branches of legislation; balance of influence on various spheres of public relations and subjects of public relations, by determining the balance of public and private, the priority of their interests; efficiency as a result of implementation and correlation of purpose and result; predictability of transformation and the ability to prospectively adjust goals and means of legal influence.

Accordingly, provided the effectiveness of the individual elements of legislation, the complexity and consistency of its formation provides a simultaneous solution to the problems of the legislation system, taking into account the peculiarities of the legal regulation of each sphere of public relations. At the same time, the definition of goals, the content of the law-making process, its objective social conditionality and the predicted result of legal influence, as a complete and completed cycle of lawmaking, covers diagnosis, goal setting, planning, str

ucturing, forecasting and ultimately determines the effectiveness of the implementation of legislation
