Given the aggravation of the climate problem at the global level and in Ukraine and the strengthening of its negative consequences in the spheres of agriculture and land use, the article draws attention to the need and importance of consistent and systematic formation in Ukraine of effective legal basis for the development of agrarian and land relations in the context of the requirements of the Paris Agreement on Climate, which sets the goal of achieving climate neutralityby 2050 – a state in which greenhouse gas emissions into the atmosphere are compensated by their absorption by soils and plantations. This issue has not yet been comprehensively studied in domestic legal literature.

Analysis of legal acts of Ukraine on the formation of climate policy of our state gives grounds to identify two key areas of development of legal regulation of agrarian and land relations in the context of climate change: adaptation of agriculture and land use to new climatic realities and counteraction to climate deterioration.

The dynamics of legal genesis in the studied area is objectified in the emergence of general legal climate adaptation and climate protection norms, which are the starting points for the formation of a system of rules for climate-oriented behavior of subjects of agrarian and land relations. These provisions are interpreted as general requirements that constitute the emergence of a new principle of legal regulation of agrarian and land relations – the principle of climate security in the sphere of agriculture and land use. The purpose of implementing this principle is to achieve a state of climate neutrality in agriculture and land use.

The implementation of this principle requires the formation of a system of legal norms in the agrarian and land law of Ukraine aimed at achieving climate neutrality of agriculture and land use.

Based on the analysis conducted, the article formulates specific proposals for improving legislation on climate security of agrarian and land relations.
